Leading reforms and changes in Israeli legislation 

At times, Israeli legislation and policies seem to be slow to change and to be stuck in an ossified institutional conservatism. Reforms aimed at changing the system of government have been discussed in the Knesset and by the public for decades, and although the Prime Minister, Mr. Benjamin Netanyahu himself, announced that he would advance them, they have stalled.

Our firm specializes in advancing reforms and legislative changes, and we have achieved success even in cases that at first seemed hopeless.

We are part of one of the most complex moves in Israel to reform the education system, to make it innovative and connected to the many changes taking place in the world, so that it can propel Israeli students ahead. We have been guiding the "Coalition for Autonomy in Education"  from its inception. We manage, together with other member organizations, a layered and integrated strategy for implementing the principles of pedagogical and administrative freedom in schools and of parental choice in the policy of the Ministry of Education and of local education managers in Israel.

We are also involved in reforms in the field of health. In many aspects, the healthcare care system in Israel is one of the most advanced and efficient in the world, but it faces numerous challenges and suffers from complex structural problems. At Griever Herskowitz, we have a leading team of experts in Israel in the field of health, including former senior civil servants who have overseen significant health reforms, top health researchers in Israel and worldwide, and experts in managing complex processes with regulators, hospitals, health funds, and medical knowledge and research organizations.

Furthermore, in 2020 we were able to promote significant reforms as part of the Minesweeper project, which we manage and guide to reduce bureaucratic and regulatory barriers to business in Israel. The reforms we have promoted to be included into the Arrangements Law—a basket of economic reforms attached every year or two to the state budget law submitted to the Knesset, which together with the budget, expresses the  economic policy of the government for the coming years—will solve great regulatory difficulties that have complicated imports, business licensing, and other activities for small and medium-sized businesses.

Our firm espouses the principles of individual liberty, reduction of regulation, government efficiency, strengthening of democratic institutions, and a free market economy. We manage complex processes aiming at policy change by means of smart strategic plans formulated based on the vast experience of our firm and on the methods and models we have developed over the years.
